After strenuously denying the existence of bogus employees in the Municipal Corporation of Delhi, the civic agency on Wednesday accepted that there was a “gap of 22,853 employees.” What’s more, it accepted that it has been paying Rs 17 crore per month as salaries to these non-existent employees, which totals up to a stunning Rs 204 crore in a year.

The Times of India had reported on June 30, 2009, that there were thousands of ghost employees in MCD and they were regularly drawing salary. In other words, crores of taxpayers’ money was being siphoned out of MCD in what would appear to be a well-established swindle. When asked, MCD had said it had no idea about these ghost employees or for how long salaries were being disbursed to them.

A large number of ghost employees came tumbling out of the MCD cupboard when the biometric system of attendance was introduced. The mismatch between the number of employees drawing salaries and the number marking attendance showed up glaringly.

Said Delhi mayor Kanwar Sain: “There is a gap of 22,853 employees in the MCD between the data given by drawing and disbursing officers (DDOs)/head of the department (HODs) and the number of employees enrolled for biometric attendance. We will carry out an in-depth vigilance inquiry and will study each case.”

He added that “strict disciplinary action will be taken against defaulting officials. A report on this matter has been forwarded to the L-G.” MCD had initiated the biometric system of attendance in August 2008 in certain departments and had decided to extend this system for all its employees.

Prior to this, no survey was carried out by the civic agency to determine the exact number of its employees, while MCD officials had said on June 30, that between 1.30 lakh and 1.75 lakh officials were employed with the civic agency. In July, MCD commissioner K S Mehra had denied the existence of ghost employees, saying that only 567 MCD employees had not come forward to register with the MCD. Mehra refused to comment on this when contacted on Friday.

Most of the missing employees are said to be safai karamcharis working in the sanitation department of MCD. The sanitary inspectors and darogas (assistant sanitary inspector) manage the ewjidar (adhoc employees) and mark the attendance of both the bogus and absentee employees. In case of ghost employees, many daily wagers who are made permanent later on are there only on paper. Many would have stopped working for MCD years back but their name was never removed from the list maintained by the civic agency.
MCD sources said the nexus is not confined to the sanitation department. This is very much prevalent in all other wings of the corporation, including horticulture, works, health, library, etc. According to officials, this practice of marking bogus attendance is more prevalent in MCD’s 12 zonal offices.

Added the mayor: “We hope to improve efficiency and bring about greater transparency in the working of MCD with the biometric system which has been set up at a cost of Rs 22 crore.”

Civic agency’s figures of sanctioned posts and the number of daily wagers have also changed since July.

They had earlier claimed that there were 1,29,615 sanctioned posts while on Friday the number given out was 1,19,706 posts.

96 percent women feel unsafe in Delhi, says survey

New Delhi, Nov 13 (IANS) Nearly 96 percent women do not feel safe in the national capital, especially so in the popular markets of Chandni Chowk, Connaught Place and Karol Bagh and in the buses, according to a survey.

The survey was conducted by the Centre for Equity and Inclusion (Cequin) in association with the Centre for Media Studies (CMS).

‘Almost 96 percent of the women in Delhi believe that women are not very safe in the city and 44 percent of the abused respondents chose to remain silent after the incident,’ said Lora Prabhu, director and co-founder of Cequin.

‘While sexual harassment in public places in Delhi is a common phenomenon, it is not dependent on the economic status of the individual,’ she added.

The report is based on the responses of 630 women in the age group 12-55 living in New Delhi and Old Delhi across the major socio-economic strata.

Sixty percent women feel that girls under 10 are most vulnerable to sexual harassment, according to the survey, and nearly 82 percent women feel that public buses are the most unsafe mode of transport in the national capital.

The survey also reveals that 88 percent women feel that when a woman is harassed in a public place she rarely gets help from bystanders.

And most women do not feel they can trust the police. Only 19 percent feel that the victims should report to the police.

‘While there is always the provision of using the existing IPC (Indian Penal Code) sections like 375, 354 and 509 to deal with heinous crimes like rape, physical molestation and eve-teasing, it is the implementation of these laws which constitutes the major problem,’ said Sara Pilot, Cequin’s chairperson.

‘A large number of these incidents happen because of the flawed concept of masculinity giving rise to deviant male behaviour,’ Pilot added.

One of the key findings of the survey was that the level of awareness among the respondents on existing laws and support mechanisms is very low.

According to the findings, ‘harassment in public spaces has a hugely negative impact on women’s mobility and access’.

The survey is a part of Cequin’s bigger initiative to sensitise Delhiites towards the problem.

‘The Delhi Daredevils team is supporting the initiative,’ said cricketer Virender Sehwag.

‘We are aiming at a public campaign which would include public advertisements on radio, television, posters, hoardings. The campaign would target young men and boys and effect a mindset change through sensitisation and deconstruction of stereotype images,’ Pilot added.

‘This will encourage men and boys to respect women, and be proactive in shunning all violence against women,’ she said.

Delhi: MCD tops in corruption cases

Municipal Corporation of Delhi (MCD) has topped the corruption chart with about 4,300 cases.

It is followed by Delhi government, Delhi Development Authority (DDA) and Delhi Police.

There are about 457 corruption related cases against the Delhi government employees including 137 from Delhi Jal Board (DJB).

The DDA and Delhi Police where 305 and 133 officials respectively were facing corruption cases. Interestingly, 18 senior DDA officials have retired without their probe been completed.

According to MCD’s Vigilance department, as many as 4,299 cases were pending against 3,350 officials. Out of the registered cases, 1,435 cases were by anti- corruption branch of the Delhi Government, Police and CBI whereas 2,877 such cases were registered by its own vigilance wing.

The Delhi Police said that various criminal cases against 133 personnel were pending against serving officials since Jan 2008.

The cases were pending against eight inspectors, 12 sub inspectors, 18 assistant sub inspectors, 28 head constables and 67 constables.

Three-year-old Neeraj Berma (name changed) has a nerve protrusion on his neck and needs a surgery, but he has been told to go home and come back two years later.
“On October 2, we were asked to come back for surgery in September 2011,” said his mother Madhu Berma, 28, who lives in an unauthorized colony near the posh Maharani Bagh neighbourhood in South Delhi.
“I have a choice between letting my son suffer for two years or take him to a private hospital, where they will charge us at least Rs 80,000.”
The case of the Bermas is not an aberration. Three other patients who need neurosurgery were given dates between August and September 2010.
Two were asked to come the next day for a date, while two others were not offered any dates at all.
Muhammad Shagir (28) from Bulanshahar is one of them.
He needs a date for his newborn son’s spinal surgery but has been turned away six times in one month.
“I can’t get a surgery date till I don’t get an MRI (magnetic resonance imaging) done. Today, I was given a date for MRI for November 11,” said Shagir, who works as a daily wage labourer in an embroidery factory.
“The nerve protrusion in my son’s spine is getting bigger every day. What if he does not survive till November?”
He earns about Rs 150 a day and supports a family of six. “The two-day trip (to Delhi) and other expenses will cost me at least Rs 5,000 and then another trip for surgery. From where will I get the money?” he said.

Shah Rukh Khan fell from the roof of his Farrukhabad home in Uttar Pradesh and broke his leg. That was in September. By the end of October, undergoing treatment at the government-run Lok Nayak Hospital in Central Delhi, the eight-year-old boy’s name was drawing more attention than his wounded leg.

The namesake of one of India’s biggest cine stars and son of a rickshaw puller, Shah Rukh Khan did not even have a bed for himself at the hospital.

After the first round of treatment, Khan was asked to vacate the bed in the orthopaedic ward to make room for the next patient.

Sprawled on the cold corridor of the main hospital building, the little boy cried. “He is in a lot of pain even though the doctors plastered his leg after stitching the wounds,” said his father Abrahim, 39, who earns Rs 35-40 a day pulling a rickshaw.

“The doctors will open the bandage and also cut his stitches two days later. We can still fight the cold. I only hope my son does not catch fever,” he told HT on October 23.

Located close to Delhi Gate and both Old and New Delhi railway stations, almost 6,000 patients visit the hospital every day. This does not include the 1,200 patients admitted in the wards.

The hospital, however, is designed to treat only 1,000 OPD patients and 320 admitted patients on a daily basis.

“Neither the infrastructure nor the bed strength was planned to cater to the existing workload,” said Dr Amit Banerjee, medical superintendent, Lok Nayak Hospital.

“We receive patients not only from the entire old Delhi area but also from neighbouring states.” With a doctor-patient ratio of 1: 40 — one doctor for every 40 patients — bed shortages and an overcrowded waiting area are an everyday reality at the hospital.

That Lok Nayak Hospital also shares its sole waiting room with G. B. Pant hospital — which in turn has a daily patient footfall off over 3,000 — makes matters worse.

“We are examining the option of creating new waiting areas to solve the problem of overcrowding,” Dr Banerjee said.

Increasing Problem and Corruption in Delhi and District Cricket Association

The problem in Delhi and District Cricket Association (DDCA) is increasing gradually. Corruption and nepotism in the team selection have been a cause of concern for DDCA over the last several years. Recently, Captain Virender Sehwag raised his voice against all the corruption in the state cricket body and threatened to leave Delhi to join Jharkhand next season of Ranji Trophy.

 Well, many former and current players of Delhi also joined Sehwag, in an attempt to protest against the interference of sports committee in the selection process. Several senior players like Gautam Gambhir, Ashish Nehra, Aakash Chopra have also expressed their concern over the matter. Selection process is heavily influenced by the outsiders.

 The way country’s most popular sport is run in the capital is really very disgraceful. Delhi presented many great players to Indian cricket team in the past. In fact, Sehwag and Gambhir are the two regular openers of Indian team at this moment. So, I think, time has come BCCI should take some steps to eradicate all the corruption and nepotism in the Delhi cricket board. If the game is affected by corruption in the capital, the other parts of the country will gradually be affected too.

 I would like to mention one thing that many of officials of DDCA are also active in BCCI and they might try to lead BCCI in the wrong way. This is what I fear most at the moment. Besides IPL, BCCI should also ensure that cricket is being run in the right way in the country.

Roshan Lal is a Station House Officer (SHO) of Kalyanpuri Police Station. His monthly salary: Rs 40,000. The alleged worth of the assets he amassed in his career spanning over 30 years: Rs 20 crore.

The facts sound disproportionate?

Well, Lal, allegedly, also owns three hotels in Paharganj in Central Delhi, besides a cinema hall in Farukkabad, Uttar Pradesh, and a number of other properties in Delhi and NCR.

These facts came to light after the Anti-Corruption Branch (ACB) raided his office on Tuesday. The ACB registered a case of amassing assets disproportionate to his income, misconduct, conspiracy and cheating against Lal.

The ACB officials conducted simultaneous searches at his Karol Bagh residence, his office in Kalyanpuri Police Station, the three hotels and the cinema hall in Farukkabad. The team has also seized a bank account.

According to ACB officials Lal allegedly owns three hotels — India International, Silver Shine and Carlo Castle — in the Paharganj area. They added that Lal allegedly registered all these properties in the names of his father, Rajender Lal, and his brother.

“One hotel was registered under the name of his father while the other two were registered under his brother’s name,” said an ACB official on the condition of anonymity, as he is not authorized to speak to the media.

Allegedly, Lal also owns the cinema hall, Laxmi Talkies, in Farukkabad and that he has assets worth around Rs 20 crore, the official said.

The Deputy Commissioner of Police (ACB) of the Delhi Government I.D. Shukla confirmed that charges related to cheating, conspiracy and amassing disproportionate assets had been framed. Shukla declined to divulge any other information, saying the matter was under investigation.

Roshan Lal, meanwhile, said, “I have nothing to do with these properties. These properties are owned by my father and brother.”

When contacted, a top Delhi Police officer on the condition of anonymity, said action would be taken against the officer after the ACB report arrives. The ACB officials who failed to trace Lal in person were unable to question him.

The most corrupt,  Municipal Corporation of Delhi.

Finally a confirmation of what is already known, but little is done about.
The Municipal Corporation of Delhi (MCD) is the most corrupt body in the country, possibly the world. A recent Right to Information query has confirmed widespread graft in the municipal corporation with as many as 4,400 corruption cases pending against about 3,400 employees, who range from peons to junior engineers. Strangely they are still employed and continuing with their money making rackets.

Try and get a housing plan passed. Or get a completion certificate for a building….and you will have to deal with these corrupt government officials. Nothing moves without greasing their palms. Refer to my story of how buildings that openly flout all norms and a great show was made of knocking down portions, stand today all patched up, mocking the citizens of Delhi. The corporation has allowed 3000 unauthorised colonies to spring up, violating Delhi’s master plan. There are thousands of buildings which extend on to government land and this has been done in connivance of the junior engineers of the corporation, who are supposed to keep watch on the building activity in the city.

The Bharatiya Janata Party (BJP) dominates the civic body having secured 164 seats in the 272-member MCD House in 2007. The Congress, had made a similar sweep in the 2002 polls.
Both the dominant parties are responsible for the state of things in the Capital.
